οἱ δὲ κεκολοβωμένοι, οὗτοί εἰσιν πεπιστευκότες μὲν καὶ τὸ πλεῖον μέρος ἔχουσιν ἐν τῇ δικαιοσύνῃ, τινὰ δὲ μέρη ἔχουσιν τῆς ἀνομίας· διὰ τοῦτο κολοβοὶ καὶ οὐχ ὁλοτελεῖς εἰσιν.

And those that are cut short are those who have believed and have most of their part in righteousness, but have some parts of lawlessness; for this reason they are cut short and not complete.
