πάντας οὖν τοὺς ἀγαπητοὺς αὐτοῦ βουλόμενος μετανοίας μετασχεῖν ἐστήριξεν τῷ παντοκρατορικῷ βουλήματι αὐτοῦ.

So, wishing all his beloved to share in repentance, he established it by his almighty will.
